# Energy, Enterprise, & Utilities Oversight Committee-of-the-Whole Committee

The Municipality of Anchorage Assembly Energy, Enterprise, and Utilities Oversight Committee-of-the-Whole met on October 16, 2026. The Port of Alaska reported on the Terminal 1 modernization project: demolition and soil-mixing work are progressing, while dock construction is behind the original schedule. The contractor expects to meet its obligations, with plans to start earlier next season and pursue National Marine Fisheries Service permit modifications to reduce whale-protection shutdown zones. No contract award, spending vote, or procurement action was taken. Solid Waste Services reported that it is in the process of bringing on a construction manager at risk, a designer, and an operator manager at risk; those items are expected to come before the committee soon, with no vendors or costs provided.

The committee also received an update on Merrill Field’s FAA-required 20-year master plan, being prepared by Wolpert Engineering. The FAA grant-funded planning process is on schedule and is intended to produce a capital improvement plan and identify potential FAA, local, and private funding for future projects; no project approvals or funding decisions were made. Members discussed a proposed revision to the committee’s purpose statement, to be circulated later, and a public commenter raised possible landfill methane-to-electricity use without prompting committee action.
