# Will County Executive Committee Meeting October 8, 2026

The Will County Board Executive Committee met on October 8, 2026. Accenture Construct (formerly Anzar Advisory), the county’s retained ARPA implementation and closeout adviser, reported on the $134 million program: more than 90% of expenditures were complete across most funding pillars, with infrastructure projects still being finalized. Subrecipient reimbursements are due October 30, and the county plans to expend program funds by December 31, 2026, with final federal reporting in April 2027. Members requested additional documentation on the Will County CED’s $3.5 million allocation, including its approved uses and unspent balance. The committee also discussed a possible traffic study and nearby property acquisitions for county facilities; no purchase or study was approved, and staff were asked to provide cost and scope estimates at a future meeting.

The committee approved a FY2027 state lobbying-services contract with Max Strategies, increasing the monthly amount from $5,000 to $5,500; the contract states a term through October 2027. It also approved an intergovernmental agreement with Joliet for the FY2026 Edward Byrne Memorial Justice Grant program and amendments to the county’s HUD CDBG/HOME agreements with Plainfield and Bolingbrook. A resolution to establish a one-time, $200,000 cannabis-funded grant opportunity for legal services for people legally residing in the U.S. passed the committee 7–4, with reporting requirements amended from “may” to “shall”; applications would be handled through the county’s NOFO process, with further parameters and a possible FY2027 rollover. The Landfill Committee reported it expects to seek qualifications for a firm to install an already-ordered compressor, but no RFQ was approved at this meeting.
