# 2026 Biennial Budget Workshop #1

The City of SeaTac’s first 2026 biennial budget workshop, held October 15, reviewed the city manager’s proposed preliminary 2027–28 budget; no budget or procurement decisions were voted on, and decision cards were presented for later consideration. The proposed budget is structurally balanced. Major planned investments include the approximately $80 million International Village project, with about $12 million for architecture, engineering, and design services expected before bond financing. Staff also proposed adding a procurement specialist to strengthen contracting and procurement capacity. The proposed department budgets include about $37.4 million for fire services, largely through the Puget Sound Regional Fire Authority contract, and about $44.8 million in police department expenditures. Staff discussed upcoming contract reviews and negotiations involving the fire authority and King County Sheriff’s Office, as well as a proposed one-year Flock Safety agreement that would return to council for consideration; no agreement was approved at this workshop.

Public Works presented proposed study and staffing items, including a $750,000 citywide curb-management and parking study and a $125,000 taxi, limousine, and transportation-network-company regulatory-options study, both discussed but not approved. Council members requested further cost breakdowns and information about outcomes, alternatives, and impacts on residents. Other proposed items included neighborhood transportation improvements, fleet planning, and a term-limited court-support position funded through the Port ILA. The workshop also reviewed a proposed fee schedule adjustment, including a 2%–2.5% credit-card convenience fee that staff said would be considered only if future merchant fees warrant it. The public hearings and final budget and property-tax decisions are scheduled for later in the budget process.
