# GAO Sustains Protest of DHS Wireless Award

The Government Accountability Office sustained Turning Point Global Solutions’ protest of DHS’s June 2026 selection of WidePoint for the potential 10-year, $3 billion Cellular Wireless Managed Services 3.0 contract. GAO found that WidePoint’s Spok commitment letter did not satisfy the solicitation’s full-term commitment requirement and that its proposed service-level approach took exception to material requirements. DHS must reevaluate proposals and make a new award decision; GAO also recommended a new best-value tradeoff and said DHS may reopen discussions. The decision was unsealed October 7, 2026.

- The protest highlights the importance of ensuring subcontractor or service-provider commitment documentation covers the full required period and that proposed service levels accept, rather than qualify, material solicitation terms.
- DHS’s reevaluation could change the competitive outcome. Bidders should assess their proposal commitments and compliance with material requirements in light of the agency’s renewed award decision.
