# October 14, 2026 - Housing & Redevelopment Authority Meeting

At its October 14, 2026 meeting, the City of Saint Paul Housing and Redevelopment Authority approved three housing-related resolutions, each by a 6–0 vote. These included reserving 2027 low-income housing tax credits for the Argon development at 470 Whitebear Avenue; a separate resolution concerning the Winthrop Street South properties; and Resolution 26-290, which authorized issuance and related documents, waived developer-fee policy requirements, and adopted a housing program. Commissioners also requested clearer future comparisons showing how developer fees affect project financing and construction costs.

The HRA heard a presentation on its longstanding $191,437 annual transfer supporting Parks and Recreation’s Right Track youth employment program; no funding action was taken. Staff reported more than 3,000 applicants for 760 internship experiences and discussed a possible $40,000 increase in 2027 program costs, as commissioners raised questions about sustainable funding and the use of special funds. Staff also introduced the proposed Maryland Park property sale to Ledge Capital and requested assumption and extension of an existing $600,000 HRA loan, currently at 1% interest, plus subordination to new financing. The proposed acquisition price is $19.3 million, including a planned $17.5 million first mortgage, $1.3 million in buyer equity, and a $200,000 capital reserve. The property has 172 affordable units; the loan and sale request is scheduled to return for board action on October 28.
