# Muncie Redevelopment Commission October 15, 2026

The Muncie Redevelopment Commission met on October 15, 2026. It approved the claims 3–2, including a $15,989.06 Innovation Connector façade grant and a $400,000 payment to Ball State University toward the Village development’s $2 million commitment. The city controller clarified that certain electronic-funds-transfer entries shown with the claims were debt-accounting records, not expenditures from city funds. Commissioners also unanimously approved a $7,427.75 façade-program grant for John Potter’s roof replacement; the commission was told this would bring annual program spending to about $132,500 of its $150,000 allocation. Members raised concerns that some previously paid façade work had not been inspected, and the committee will discuss inspection procedures and consistent administrative support for the program.

The commission unanimously approved Resolution 2026-5, beginning the process to end the Indiana Stamping TIF after its project debt was retired, with the aim of ending increment capture on December 31, 2026; any remaining TIF balance is to go to the MRC general fund. It also unanimously approved transferring five Whitley neighborhood properties to the Muncie Land Bank for redevelopment. The Land Bank reported spending $54,000 to acquire 33 tax certificates, while the city reported ongoing housing and redevelopment work, including the Old West End project, McKinley neighborhood home sales, and possible downtown mixed-use or hotel development. No contract award or vendor selection was identified.
