# Finance Committee 10-14-2026

The RCTV Studios Finance Committee met on October 14, 2026, to review warrant articles and make recommendations to Town Meeting. It recommended the contents of Articles 3, 4, 6, 9, 10, and 11 by 7–0; Article 8 by 7–0–1; and Article 12 by 6–1. Capital-plan amendments were described as reallocations and price/timing updates, not new funding. The discussion included a planned $30,000 purchase of salting attachments for three DPW trackless vehicles using state RAP funds, $75,000 from water certified surplus for water improvements, and a proposed $600,000 from sewer certified surplus for contingencies on previously approved sewer projects. A $2 million borrowing for smart water meters—split equally between water and sewer and repaid through enterprise-fund user fees—was also recommended. The committee discussed a $50,000 free-cash request for Town Forest work; members raised whether recurring requests should instead be considered through the annual budget process, particularly given the pending override vote.

Other business included a proposed sidewalk snow-and-ice clearing bylaw, a proposal to raise the personal-property tax exemption threshold from $2,000 to $10,000 (about $14,000 in revenue would be redistributed across the commercial class), and rescinding excess borrowing for the Killam School project. The building committee had debated retaining some contingency despite the general contractor, Kirkhill, coming in about $25 million under budget. The committee also deferred its budget-guidance vote until after the override, planning to meet November 4. No contract award or vendor selection was made at this meeting.
