# C4 Metro Subcommittee - October 14th, 2026

The C4 Metro Subcommittee meeting on October 14, 2026, focused on a review of Metro’s 2040 Growth Concept and updates on regional transportation planning and Metro’s 50-year Future Vision. Metro staff reported that housing growth has largely occurred through infill and redevelopment, while development in areas added to the urban growth boundary has been slower than planned, in part because of infrastructure costs and community opposition. Members discussed transportation and infrastructure needs in outlying communities, including congestion on Highways 212 and 224 and the effects of limited sewer and road capacity. Staff noted that system development charges in South Hillsboro are about $50,000 per housing unit, compared with lower charges in some existing urban areas.

The committee also heard updates on the 2028 Regional Transportation Plan, including a forthcoming revenue forecast and transportation-system needs assessment, and on the Future Vision project’s public engagement and regional values. No contract awards, vendor selections, procurement approvals, or spending motions were identified at this meeting. In a report on earlier committee business, a representative said TPAC had recommended MTIP formal amendments and approval of a regional vanpool action plan; a separate upcoming meeting was expected to consider a distributed forecast recommendation.
