# Foothills Community Advisory Committee (CAC) MEETING #8 - 10/13/2026

The City of Lake Oswego’s Foothills Community Advisory Committee met on October 13, 2026, to review a refined schematic framework plan for the Foothills area. Consultants and city staff presented concepts for a multimodal Grand Connection, State Street crossings, trails and bridges, Foothills Park connections, redevelopment blocks, and access routes. The discussion covered development capacity of approximately 900–1,400 housing units, parking assumptions, floodplain and wastewater-treatment-plant constraints, possible phasing, and design considerations such as active ground floors, accessibility, tree canopy, stormwater management, and building massing. Apex, First 40, and Echo Northwest were referenced in connection with planning, engineering, and feasibility analysis; no contract award or procurement decision was made.

Committee members discussed housing affordability, potential displacement of existing businesses, construction impacts, and the role of city-owned land and zoning in shaping future development. Staff said the framework plan would continue through public and agency review, with a preferred plan and draft framework plan expected in subsequent stages, followed by plan and code amendments. The committee approved the July 14 meeting minutes as submitted. No spending motion, bid approval, or other procurement action was identified; possible future city land acquisition and infrastructure financing were discussed only as planning considerations.
