# October 13, 2026 Norfolk City Council Formal Session

Norfolk City Council formal session, October 13, 2026. Council approved several property and lease matters, including a sixth amendment to the city’s lease with National Railroad Passenger Corporation for 280 Park Avenue, a lease with T Smith CPAP LLC for 226 East Main Street, and an amended lease, scope, and license agreement with PCE 811 LLC (Norfolk Admirals) for Scope Arena. Council also approved a zoning amendment establishing a short-term rental limitation overlay for Willoughby. A proposed amendment to reduce the overlay’s 300-foot buffer to 150 feet failed; the overlay was then adopted. Existing approved rentals may continue under the new process, while the measure adds enforcement provisions for repeated violations.

The consent agenda included FY2027 appropriations of $5,000 for employee attendance at the Virginia Governor’s Housing Conference; $24,432.20 in state funding plus a $12,162.10 local match for police overtime, conference attendance, and preliminary breath testers; and $21,033.04 in state funding plus a $10,516.52 local match for police overtime and two radar devices. Council also authorized property acquisitions for the city’s raw water conveyance system ($7,500) and a property in Suffolk ($9,000). Public comments addressed the city’s Flock automated license plate reader technology and its data safeguards, but no contract award or change to that technology was voted on. Other discussion focused on the Willoughby overlay’s effects on housing, property rights, and local businesses.
