# Ad Hoc Sustainability and Resilience Committee 10-14-2026

The City of Norwalk Ad Hoc Sustainability and Resilience Committee met on October 14, 2026. Members accepted the September 9 minutes, with one abstention. AECOM project manager Eric Olsen presented the citywide flood resilience plan, funded by the National Coastal Resilience Fund. The plan assesses coastal and inland flood risks, incorporates community input, and identifies five priority project areas: Harborview, Village Creek, Calf Pasture Point, MLK/Wilson Drive and Avenue, and the Five Mile River. It recommends a toolkit of nature-based measures, infrastructure improvements, and policy approaches, with further modeling, engineering assessments, ecological studies, and permitting review needed before projects can be designed and implemented. The report was expected later in October. No contract award, new procurement, or spending authorization was discussed or voted on; AECOM was identified as the plan consultant, and members noted that future infrastructure work could require tens of millions of dollars and state and federal support.

Committee members emphasized recent inland flooding and the importance of using resident service-call and GIS data to help set priorities. They also asked about project costs, near-term lower-cost actions, avoided flood damage, and planning for future storm conditions. The consultant said costs and benefits would require more detailed analysis and that the plan is intended to guide future steps rather than provide final designs or cost estimates. Previously funded or studied projects, including Broad River and areas covered by prior Resilient Connecticut work, were not prioritized for this plan to avoid duplication.
