# FEMA Resumes BRIC Resilience Funding

FEMA has resumed its Building Resilient Infrastructure and Communities (BRIC) program after an extended interruption, with more than 700 projects awaiting action and delayed reviews still constraining delivery. A Government Accountability Office review found that FEMA has struggled to turn resilience funding into completed risk-reduction projects. FEMA plans to issue $1 billion over the next two fiscal years, creating potential downstream work as communities advance projects and address review and implementation backlogs; this funding is not itself a guarantee of direct contractor awards.

- Resilience construction, engineering, project-delivery, and environmental and historic-preservation review firms may find opportunities as communities reassess delayed BRIC projects and new awards move forward.
- The backlog and GAO findings point to execution needs—not just funding availability—including planning, application support, reviews, and implementation capacity.
- Contractors should assess their ability to support community-led resilience projects and the associated review and delivery work; the signals identify no specific solicitation, contract vehicle, or procurement contact.
