# First5 - 10/5/26

The Sacramento County First 5 Commission meeting on October 5, 2026, included several contract and funding actions. The Commission approved amendments for the Coworks Home Visiting Program: increasing the revenue agreement with DHA to up to $6.3 million and the expenditure agreement with CAP to up to $6 million, including subcontracted services through Birth and Beyond Family Resource Centers. It also approved a $1,622,574 appropriations adjustment for matching program revenue and expenditures, with no net budget impact and no use of Prop 10 funds or Commission reserves. The Commission separately approved a $40,000 addition to CAPSY’s current-year agreement for CalAIM billing infrastructure, bringing the agreement to a not-to-exceed amount of $871,000; CAPSY may support other contractors as a billing hub. The related motions passed by roll-call vote.

The Executive Director reported that a planned $467,000 dental-services contract was not executed after negotiations with California Northstate University encountered difficulties; negotiations were halted and the funds will remain in the fund balance. The airport employer-based child-care project is being reconsidered after a terminal buildout estimate came in approximately $7 million above expectations. The airport’s planned administration building may offer a longer-term site with more capacity, but completion is estimated in three to five years; $1.5 million in state funding has been identified. The Commission also heard that 23 Equity in Action grants were awarded at up to $9,999 each, and that lower-than-projected tobacco-tax revenues had prompted a pause on allocating family-enrichment funding. No vendor selection or construction award for the airport project was approved at this meeting.
