# Redevelopment Authority 2/19/2025

The City of Eau Claire Redevelopment Authority meeting on February 19, 2025, reviewed year-end financials and redevelopment activity. Reported 2024 expenditures were $76,039.73, including $29,490 in bond-issue expenses and $45,945.60 related to a land credit for Minami Market; staff also discussed pending land-credit paperwork for P&R Properties. Members noted that RDA fund balances remain with the authority. A historical cash incentive of about $400,000 for the Menomonie Food Co-op was also mentioned. No new contract awards or purchasing approvals were identified.

The RDA approved a 45-day extension of the Riverside site MOU with the current developer, giving it additional time to determine whether its proposed residential and commercial project can work on the constrained site. The authority discussed potentially reopening the site to other proposals if the project does not proceed. Staff also reported continued work under the EPA brownfields assessment grant, awarded in fall 2024 and expected to wrap up by the end of 2026; a local HVAC facility has agreed to a Phase I environmental assessment. The meeting also noted that the city has moved away from formal RFPs for redevelopment sites, relying instead on developer outreach and proposals guided by the master plan, a process staff said has generated better responses.
