# Redevelopment Authority 4/16/2025

The City of Eau Claire Redevelopment Authority met on April 16, 2025. Members approved the prior meeting minutes and the financial report, which stated that no expenses had been applied to the RDA as of March 31 and that the fund balance was $730,000. The main discussion concerned a requested change to Mōtiv’s Riverside-site development agreement: replacing the proposed work-live concept with 20 row homes. After discussion of commercial space, financing constraints, housing demand, and site design, the motion to approve the change failed; the recorded vote was three in favor and four opposed. Staff will continue marketing the site, and Mōtiv and other developers may submit proposals.

The RDA supported staff’s direction to work with Habitat for Humanity on a formal proposal for potential housing lots at the north end of Kessler Park; lot splits, project details, and any sale will return for later approval. Staff also reported on grant-supported environmental assessments and redevelopment planning at several properties, noting the current grant allocation would cover the projects underway and that additional state or federal cleanup funding might be pursued if needed. Other updates included Mount Washington’s plan to resume its previously presented project after finding a replacement equity partner, and increased industrial development interest. No new contract award or purchasing decision was identified.
