# 9/16/2026 Finance Committee

The Waupaca County Finance Committee met on September 16, 2026. It reviewed the Veterans Service Office budget and approved a $5,070 payment for care of veterans’ graves for the July 2025–June 2026 claim period. The committee also heard that the previously approved five-year phaseout of the graves-care program will begin in 2027 and end in 2031. Staff reported that a $150,000 ARPA-funded veteran entrepreneurship program had served 33 veterans or spouses; those funds are exhausted, and the department may seek grants for future support. No contracts, vendors, bids, or solicitations were approved.

Discussion focused on the county’s budget gap, capital needs, and possible borrowing. The 2028 capital plan was estimated at $11.4 million, with an estimated net impact of about $4.88 million after anticipated funding; the finance director will return October 14 with comparisons of two-year and three-year borrowing options. Members also discussed aging law enforcement center chillers and cooling towers, for which about $80,000 is already available for repairs, but made no procurement decision. A pause on new hires and position requests was reported. The committee discussed budget priorities and service planning, including the county’s service-catalog exercise, but took no further spending or purchasing action on those topics.
