# Common Council 9/15/26

The City of Racine Common Council meeting on September 15, 2026, included several significant spending and contracting decisions. The council approved, by an 8–6 vote, an amendment to end the city’s Flock automated license-plate-reader contract within 30 days, with the cameras to be covered immediately and police allowed 30 days to retain existing data for investigations. Members debated public safety, privacy, oversight, and the time needed to procure and train staff on a replacement system; the mayor said Flock would not be funded in the 2027 budget. The council also approved an agreement with the Community Development Authority and Habitat for Humanity to build four homes, passing 12–0. The stated $2,237,572 in HOME and other program funds includes demolition, site preparation, subdivision, and environmental remediation costs.

The council approved, 13–1, an amendment to the TIF agreement for 2220 Northwestern Avenue, described as restructuring the developer’s obligations and providing for an interest payment of about $350,000 and a personal guarantee; members discussed the city’s existing $5 million financing obligation and annual payments of about $517,000. A separate item concerning a TIF loan and payment assignment for Northwestern Avenue properties was also approved. Bid results for Contract 2026-413, lateral lining in Greater North Bay Phase 1, and Amendment 13 for the State Street and Main Street state project were referred to Public Works and Services. The meeting also included a zoning-code public hearing with no speakers, proclamations, and public comments raising concerns about Flock surveillance and homelessness services.
