# City Council Meeting – October 13, 2026

At the City of Asheville City Council meeting on October 13, 2026, council approved two landscape-maintenance contracts totaling $166,388 for the first year, with four renewal options that could bring the total to nearly $1 million. The contracts passed 6–1 after a discussion about whether the work duplicates Parks and Recreation capacity and how it compares with other community priorities. Council requested a fuller review of parks funding, staffing and outsourcing, and asked the city manager to inform council before deciding whether to renew the contracts. Staff also presented the ongoing Phase 1 stormwater asset inventory and assessment contract with consultant Ardura, valued at $900,000: $400,000 is covered by a state grant and $500,000 by the city’s stormwater operating budget. The multiyear assessment is intended to inform future maintenance and capital-project priorities, with Phase 2 planned for FY2028.

Council unanimously approved a conditional zoning request for a proposed Costco in West Asheville and a Habitat for Humanity affordable-housing project in Shiloh; these were land-use approvals, not city contract awards. The Costco applicant said the project would receive no city tax or economic-development incentives. Council also approved an amendment to the HOME-ARP allocation plan with a direction for public reporting on nonprofit recipients, awards, spending, households served and outcomes. Separately, council approved accepting $6 million from Destination Home for the Right at Home homelessness-prevention initiative and an associated budget amendment; services are expected to begin through community providers in the coming months.
