# October 13, 2026 Budget Committee

The Minneapolis Budget Committee met on October 13, 2026, to review the mayor’s recommended 2027 budget for Human Resources and funding for the police settlement agreement and consent decree. HR reported a proposed operating budget of approximately $11.24 million, about $203,000 below its 2026 adopted budget of $11.45 million. Contractual services total about $1.7 million, including benefits vendors; committee members requested a written list of HR’s major contracts. HR identified Workday implementation as its top 2027 priority, noting that staff and an external implementation partner are involved, and warned that staffing reductions and implementation demands may delay some services. Six FTE reductions were still being finalized, and HR was asked to provide further information on Urban Scholars funding and the impacts of relying on outside partners. No budget vote or contract award occurred.

For settlement-agreement work, presenters described a recommended dedicated fund totaling about $4.05 million: $3.95 million ongoing and $100,000 for one-time implementation assistance. The ongoing amount includes $1.5 million for the independent evaluator contract and roughly $2.4 million for continuing needs such as training, system improvements, and supervisory review. The committee also discussed facilities planning for training and wellness needs, and an active request for information for a police records management system; no vendor selection or award was presented. Members questioned progress toward compliance, staffing reductions, and the timing and cost of future technology and facility investments. The technology improvement plan presentation was postponed to October 26, and no motions or votes were reported.
