# Public Service Committee - October 13, 2026

The Public Service Committee meeting of October 13, 2026, reviewed utility and infrastructure work, proposed spending, and rate legislation. Staff said water and paving work on High Street to West and the western portion of Long View is expected to go out to bid in the next couple of months, with funding from OPWC and EPA loan funds. Wastewater work included a sanitary sewer overflow project under construction, a forthcoming sewer-lining phase, and a digester-lid project under contract, with construction expected to extend into 2027 and an estimated cost of about $2.5 million. The 750,000-gallon water tower project was delayed by FAA-related issues and shifted to the 2027 budget; its construction estimate is just under $7 million. Capital items reviewed also included a 2027 sidewalk program budgeted at $475,000, electrical relay engineering at $180,000, and smaller signal, pedestrian-safety, and substation projects. These were budget discussions; no capital contract awards were made at this meeting.

The committee voted to advance a lime-purchase appropriation for additional deliveries and a supplemental appropriation for network monitoring by Aspen Network Solutions to the Committee of the Whole, each with a recommendation for two readings. It also advanced a supplemental appropriation for postage and the state outside-kilowatt tax; the discussion identified $24,000 for that item. The committee recommended three readings for proposed electric, water, sewer, and stormwater rate ordinances. If adopted effective January 1, 2027, the proposed utility rates were estimated to increase an average residential customer’s combined monthly bill by about $21; the stormwater residential rate proposal would rise from $4.50 to $5. The committee also discussed a WCTV transition to citywide marketing and communications, with no action taken, and considered—but did not decide on—adding a fiber installation position.
