# 2026-10-13 Board of Education's Intergovernmental Affairs Committee

The Portland Public Schools Board of Education’s Intergovernmental Affairs Committee met on October 13, 2026, to hear legislative priorities from the Portland Association of Teachers, presenting Oregon Education Association priorities, and Community and Parents for Public Schools. Discussion focused on increasing state revenue and school funding, reforming the statewide school-funding formula, removing or raising the special-education funding cap, class-size caps, and standardized incident reporting. OEA partners are also pursuing a coalition wealth-tax measure for the 2028 ballot. Community representatives urged PPS to state its funding needs clearly and document the costs of unfunded mandates, citing Paid Leave Oregon’s 40% employer contribution for organizations with more than 25 employees. They also presented an educational video on Oregon school funding and encouraged advocacy with legislators.

Committee members discussed aligning the Board’s legislative principles with revenue and funding priorities and tracking issues such as incident reporting and possible additional student-hour requirements without funding. No motions, votes, contract awards, or other procurement activity were identified. The committee noted a follow-up meeting with Salem-Keizer Public Schools for October 27.
