# Board of County Commissioners 10/13/2026

The Clay County Board of County Commissioners’ October 13, 2026 meeting included several capital-project and purchasing updates. The Board approved, 5–0, a $8,786.36 purchase and sale agreement for 6,557 square feet from the Linda Lakes Homeowners Association for the Long Bay Road Sun Trail; staff said the trail has a $17 million construction grant that cannot fund land acquisition, and estimated additional acquisitions at under $120,000. The county reported a capital-project portfolio of approximately $218.98 million, with $168.65 million spent, and $29.9 million spent to date from the $65 million public-safety bond. Updates included fire-station construction and design, a fire-training facility contract with a guaranteed maximum price, and other road, drainage, and boardwalk projects. The Northeast Florida Regional Council reported that a new hazardous-material C-kit had been purchased for Clay County Fire Rescue through regional funding and delivered. The Board also approved a comprehensive-plan amendment on residential compatibility, 5–0, and continued the public-safety-complex public-private partnership RFP to a later meeting.

The purchasing manager reported active solicitations, including Washington Avenue box-culvert restoration (seven bids received; anticipated Board consideration October 27), annual roadway striping and pavement-marking services (three bids; anticipated October 27), and a pavement-assessment solicitation reissued as an RFQ, with responses opening October 16 and anticipated consideration November 10. Upcoming solicitations include an RFP for the Clay County Regional Sports Complex expansion, with responses due November 10 and anticipated consideration December 8, as well as jail waterproofing and other road, facility, and utility work. Staff also plans to bid a donated X-ray machine for the animal shelter because the purchase exceeds the procurement threshold. Consent items passed with item 19, a state-funded warehouse grant agreement, removed for later consideration. Commissioners requested follow-up analysis of potential budget and service impacts from Amendment 3; no procurement action on that issue was taken.
