# CLOSED SESSION AND REGULAR MEETING OF THE MAYOR AND CITY COUNCIL 10 07 2026

The San Bernardino Mayor and City Council closed-session and regular meeting (metadata date October 13, 2026; the title and proceedings also reference October 7) addressed several significant spending and contracting matters. Council unanimously approved an approximately $8.324 million construction agreement with Toby Schultz Construction for Norman F. Feldheym Central Library improvements, along with approximately $270,000 for TK Engineering construction management and inspection and a roughly $644,000 contingency. The total project budget is just over $10.2 million, against about $6.4 million in state grant funding; council also approved funding adjustments, including reallocations of Measure S and other city funds. Council unanimously approved a $500,000 General Fund appropriation for Shannon Hills Golf Club operating shortfalls under its agreement with Local Golf Management (LGM). Members raised concerns about cash-call documentation, financial controls, course conditions, and audit scope; staff described moving financial activity into a city-controlled account and establishing enterprise-fund accounting. The discussion also directed staff to explore whether the LGM relationship could be mutually dissolved.

Other actions included unanimous approval on first reading of Ordinance MC-1674 to streamline permitting for electric-vehicle charging systems and hydrogen fuel-cell stations, and approval of an approximately $150,000 Love Your Block program allocation, funded through salary savings and the cultural development fund. Council approved an expanded financial-process review covering fiscal years 2019–2026 and a separate review of Community Facilities Districts and Landscape Maintenance Districts work. A proposed construction-agreement item was pulled for consideration at a future meeting. No award was made for that item during this meeting.
