# City Council Meeting - 10/13/2026

The City of Bloomington, Illinois City Council meeting on October 13, 2026, approved several procurement and infrastructure actions. Council approved a resolution to purchase traffic-signal emergency-vehicle preemption equipment from Applied Information Inc.; a grant of about $500,000 will cover upgrades at more than 90 intersections, while separate grant funding through IDOT is intended to support equipment for police and fire vehicles. Council also approved an intergovernmental agreement with the Bloomington-Normal Water Reclamation District to install and maintain drone docking stations and public-safety camera infrastructure on district property; one council member voted no. No additional drones were being purchased under that agreement. For the Sugar Creek pump station, council waived formal bidding requirements and authorized an agreement with William Masters Inc. for generator and electrical upgrades, not to exceed $650,000. Staff cited a failed component and the need to replace aging equipment; the item passed without opposition.

Council also approved a consent agenda that included vacating a portion of Calhoun Street right-of-way. Staff estimated its fair-market value at about $12,000 but recommended waiving payment because the adjacent owner had maintained the unused land and it had no city utility. During public comment, speakers opposed proposed data-center regulations and the city’s Flock camera system, including citing its reported annual cost of more than $130,000; no related council action was taken at this meeting. The city manager also announced a public hearing on data centers scheduled for Friday.
