# October 13, 2026 | Mayor & Council: Work Session

The City of Hagerstown Mayor and Council work session on October 13, 2026, covered legislative priorities, funding requests, and city programs. Council discussed seeking approximately $500,000 in state capital funding for an artificial-turf field at Fairgrounds Park, and legislators advised prioritizing requests with limited fiscal impacts. The group also discussed redirecting an existing public-safety grant toward the Hagerstown Fire Department battalion headquarters, subject to the required amendment process. A preliminary FY2028 funding list was expanded from eight to nine agencies to include the Civil War Heritage Area, with a proposed total of $215,000; further budget discussion is expected. For opioid-response funding, staff presented proposed agreements with the Washington County Health Department and highlighted that an approved five-year plan is needed to access $485,000 in state funds at risk of reverting to the county. The city also has $250,000 in local opioid settlement funds; the agreements are to return for consideration at a regular session.

Other funding and procurement-related topics included a completed creek-access and parking project supported by multiple sources, including Program Open Space; proposed changes to city redevelopment grant guidelines, which would limit eligibility to planned projects and return for an official vote; and possible traffic-calming signs or grant funding after staff cited an estimated $3,500 monthly cost for speed cameras and roughly $11,000 for two signs. Council also discussed major water-system rehabilitation, estimated in the range of $100–200 million, without a funding decision. No contract award or vendor selection was identified.
