# Burbank Awards Library Design-Build Contract

On October 13, 2026, the Burbank City Council approved a progressive design-build contract with Clark Construction Group California LP for the Burbank Library and Civic Center project, selecting the team with Skidmore, Owings & Merrill after receiving 18 qualifications and four proposals. The construction-phase budget is estimated at $155 million, with total project costs of approximately $185–190 million. The approved motion included a project labor agreement with the LA/Orange County Building Trades; the project team will develop design and cost information before a later guaranteed maximum price approval. Early abatement and demolition are expected in spring 2027, full construction in summer 2027, and opening in spring 2029.

- The city authorized its library services director to execute the agreement and future task orders or amendments, subject to budgeted funds. A January 2027 update on costs and deliverables is required.
- Staff estimated the PLA could add 2–3% to construction costs, or approximately $3.1–$4.6 million. Contractors should account for the labor agreement in cost and workforce planning; the city’s broader community workforce agreement discussions for capital projects are still at an early stage.
- Planned construction funding includes municipal infrastructure funds and lease-revenue bonds, with debt service intended to come from infrastructure funds rather than the General Fund. The final scope, financing plan, and guaranteed maximum price remain important project milestones.

### Key Quotes
> Libraries have always been more than books. They're places where we learn, gather and connect with one another. As a former library board member and longtime library volunteer, I'm thrilled that this project will give Burbank a true community hub in the heart of downtown, shaped by the priorities our community shared with us.
> — Tamala Takahashi, Mayor of Burbank
