# AFRL Seeks ADEPT Countermeasure Proposals

The Air Force Research Laboratory (AFRL) is soliciting proposals for its classified ADEPT program to develop and test electro-optical countermeasures that improve aircraft and aircrew survivability. AFRL plans two cost-plus-fixed-fee awards, one for Hardware & Executable Analysis of Threats (HEAT), estimated at $13.7 million, and one for Advanced Countermeasure Engineering (ACE), estimated at $60.9 million. Proposals are due November 9, 2026—26 days from October 14—and awards are anticipated March 22, 2027; funding is not yet available.

- Each technical area requires a separate proposal. Contractors seeking access to controlled solicitation materials must contact contracting officials with a CAGE code, and submissions require a certified DD Form 2345.
- The combined estimated value is $74.6 million, making this a significant opportunity for firms with relevant electro-optical threat analysis, countermeasure engineering, and testing capabilities.
- Interested contractors should assess their fit for HEAT, ACE, or both and complete the stated access and certification steps before submitting by November 9.
