# Peoria City Council Meeting

The Peoria City Council meeting was held October 13, 2026. The council unanimously approved the consent agenda, including vendors for 2026–27 street-maintenance materials to secure set pricing, a two-year contract with A&A Security Group for armed City Hall security at up to $195,650 annually, and an intergovernmental agreement with the Greater Peoria Sanitary District for sewer cleaning and inspection. The sewer work is priced at $128,495, with $12,850 authorized for contingencies, for a total of $141,345. The council also unanimously approved a contract with Resident Demolition LLC to demolish the former Adams Street supermarket and an associated budget amendment funding demolition and environmental remediation, capped at $230,000 from the Eagle View TIF fund. The city plans to place a lien on the property and pursue foreclosure after the work.

The council unanimously approved a development agreement with Advanced Medical Transport of Central Illinois for construction of a police substation; the city’s share of applicable shared-infrastructure costs is structured as cost plus 5%, and funds are included in the budget. The council received and filed the proposed 2027 revised budget, beginning the statutory 30-day review period; it projects $338 million in revenue and $348 million in expenses, with roughly $10 million in fund balance used largely for capital projects, including motor-fuel-funded work, stormwater, and sewer. The budget was not adopted at this meeting. The council also received first readings of proposed cannabis ordinance amendments that would allow drive-through or curbside service subject to special-use approval while retaining a 10 p.m. closing limit; the items passed on receive-and-file motions with three opposing votes.
