# Lincoln County Planning Commission September 21, 2026

The Lincoln County, South Dakota Planning Commission met on September 21, 2026. It approved, by unanimous roll-call vote, a conditional use permit for a 1,600-square-foot accessory building at 47926 No Worry Circle, exceeding the 1,500-square-foot threshold. The permit includes eight standard conditions, including a prohibition on using the building as a dwelling. No contract awards, purchasing decisions, budgets, or other procurement activity were identified.

The commission received public input on proposed revisions to the county’s concentrated animal operation (CAO) ordinance, including animal-class thresholds, setbacks, odor-footprint requirements, poultry provisions, church definitions, and possible neighborhood meetings for Class A and B applications. No ordinance action was taken; staff will revise the draft, with a recommendation to refer it to the Board of Commissioners anticipated at a future meeting. Staff also reported that the Board had adopted a building eligibility transfer ordinance, scheduled to take effect September 23, 2026, and noted a forthcoming public hearing and second reading concerning a residential zone for 10 additional lots.
