# City Council Work Session: October 12, 2026

The October 12, 2026 Eugene City Council work session reviewed the airport capital improvement program and the Liftoff EUG funding feasibility study. The planned terminal expansion is estimated at $450 million: Phase One, approximately $209 million, has identified funding, including $85 million in airport PFC-backed borrowing capacity; Phase Two, estimated at $241 million, remains unfunded and would add an eight-gate Concourse C and supporting terminal capacity. Current projects include the Concourse A seating expansion, runway rehabilitation, and design work for Gate B4, funded through a mix of federal Airport Improvement Program grants, passenger facility charges, and airport revenues. The airport is preparing a 2027 Oregon legislative request in the range of $80 million to $100 million, anchored by state lottery-backed bonds, while exploring federal, local, private, and regional contributions. No funding request or airport contract award was voted on. The airport also reported prior RFP efforts to attract a hotel developer and plans to refresh its hotel feasibility study; a previous $1 million legislative allocation is designated for replacing and relocating Jetbridge A6.

The council also reviewed the Human Rights Commission’s activities and proposed 2026–2028 work plan. Council approved the work plan, 7–0; discussion of the commission’s separate policy recommendation was deferred for possible future consideration. The commission reported distributing council-directed grants to community organizations supporting families affected by immigration enforcement, but no grant amounts were stated. No other procurement actions were identified.
