# 2026/10/12 - Urban Renewal Agency Meeting

The Caldwell Urban Renewal Agency’s regularly scheduled meeting was held October 12, 2026. Commissioners approved Resolution 2026-17 issuing a certificate of completion to RRC Contractors for its redevelopment project at 213–217 South Kimball Avenue; the city will separately continue work on occupancy and remaining city requirements. The agency also approved $637,734.66 in invoices, including approximately $610,000 as the final reimbursement for the Mini Plaza Alley Improvements, closing out that project’s costs, plus attorney, economic-development, and administrative expenses. The treasurer reported just over $2 million in the claims account and about $890,000 in the LGIP account.

The agency heard an Idaho Power presentation on its large-load review process, including preliminary assessments, infrastructure costs, timelines, and the requirement that large customers fund their fair share without shifting costs to residential ratepayers. A TS Development schedule amendment was deferred to the next meeting, while staff reported that a decision on Central Urban Renewal District proposals could be considered October 26; commissioners may submit questions to the proponents beforehand. Staff also continued work on a development agreement for Site A and preliminary consideration of a possible airport urban renewal district. A public commenter raised concerns about the amount of city land in urban renewal districts and the diversion of tax increment revenue; no decision was made on the proposed airport district.
