# City Council October 6, 2026

The City of Wilmington City Council met on October 6, 2026. The main capital-infrastructure discussion concerned the Cape Fear Memorial Bridge replacement and the city’s response to NCDOT’s environmental assessment. City staff presented comments addressing neighborhood, historic, traffic, environmental, and economic impacts, and asked NCDOT to evaluate additional bridge designs, include mitigation costs and expanded impact studies, and remove tolling and Design B from consideration. The city had retained KCA and HR&A for engineering and economic analysis; no new contract award was made. Preliminary estimates presented included about $540 million for a four-lane bascule bridge, $780 million for a six-lane option, and $585 million for a proposed lift-bridge configuration. Council unanimously approved a resolution adopting the city’s detailed comments for submission to NCDOT.

Council also unanimously approved an ordinance concerning committed revenue for maintenance and improvements at Live Oak Bank Pavilion at Riverfront Park and Hugh Morton Amphitheater at Greenfield Park; no dollar amount was clear in the transcript. The council approved an eight-unit townhome rezoning at 120 and 124 Canal Street, with a no-short-term-rentals condition, and approved a rezoning at 3301 Burnt Mill Drive from light industrial to office and institutional. No other specific purchasing decision or contract award was identified.
