# City Council Agenda Briefing – October 8, 2026

The City of Asheville’s October 8, 2026, City Council agenda briefing previewed items for upcoming meetings; no votes were taken during the briefing. The October 13 consent agenda is expected to include renewals of two park-maintenance contracts with Rivertop Contracting, each for one year with options for annual renewal for up to four years. A council member requested information on Parks and Recreation staffing and existing landscaping capacity before considering the lawn-care and landscaping contracts. The agenda will also include approval of a bond issuance supporting affordable housing at the city-owned 319 Biltmore site; the Housing Authority of the City of Asheville will oversee the issuance and debt service. Council members also requested a written comparison of changes and outstanding infrastructure issues for the proposed Costco conditional rezoning.

Staff previewed two downtown service-district budget amendments totaling $265,000: $175,000 for business support during construction on three downtown projects, and funding for new solar-powered holiday decorations. The amendments are expected to leave a $223,000 balance in the district’s sales-tax fund. Other upcoming procurement-related items include a construction amendment for the Malvern Hills pool and park design-build project, continued work on the I-26 project’s downtown-facing improvements, and a proposed Riverlink agreement following an RFP to activate the city-owned 91 Riverside property. Staff also said they had contacted vendors and prepared information on a mobile fare app for council follow-up; no vendor selection or purchase was presented.
