# Planning & Zoning Commission – October 7, 2026

The City of Asheville Planning & Zoning Commission met on October 7, 2026. Staff reported that City Council had authorized a contract for the comprehensive plan and Unified Development Ordinance update, including work on the standard specifications and details manual. The commission unanimously recommended approval of the Costco conditional zoning request for approximately 39.6 acres, with the tree-canopy condition set at a 13% minimum and its explanatory language removed. It also unanimously recommended approval of the 21 London Road amendment, adding direction to explore site-resilience measures and removing a prior condition requiring good-faith efforts to use small, minority, and women-owned firms for contracting. City legal staff said that condition was unenforceable; its removal may affect contracting expectations for the development. Other discussion covered flood and landslide resilience, affordable housing and anti-displacement priorities, and upcoming zoning and comprehensive-plan work.
