# City of Richmond Parks Board Meeting of Thursday, October 8, 2026

The City of Richmond Parks and Recreation Board met on October 8, 2026. The board approved an agenda revision to add a contract item and approved two procurement-related actions: an addendum to Contract 45-2025 with Mayes/Mace Designs, increasing the design, bidding, and engineering scope from 1,000 to 1,200 square feet and adding $4,200; and a revised Addendum 1 to Contract 104-2025 for two pole-barn gates, correcting the amount from $6,500 to $13,000. Both motions passed. Staff also reported that a pump-house pump had been installed, 13 of 14 park roofs were complete, 50 trash cans were due to ship October 19, and a gator had been ordered. A security-camera NVR upgrade from Parallax cost $2,896 and was charged to the parks’ capital-expense allocation, which includes $200,000 set aside for capital expenses.

Staff reported that the EG Hill fountain restoration and playground construction were underway, and that splash-pad work was awaiting state design approval. The board was also briefed on the Lilly Endowment park-systems funding opportunity: Richmond is eligible to seek a $150,000 noncompetitive planning grant, due October 30, and up to $6 million through a later competitive implementation grant, with awards expected in August 2027. Staff said consultants were assisting with the planning proposal and agreed to bring the proposal to the board. FEMA representatives had assessed flood damage, with potential recovery funding still subject to the ongoing process.
