# Phinneys Lane Neighborhood Sewer Expansion Project Public Informational Meeting 10-07-2026

The Town of Barnstable’s public informational meeting on the Phinneys Lane Neighborhood Sewer Expansion Project was held October 7, 2026. Town staff described the project as part of the town’s 30-year Comprehensive Wastewater Management Plan to reduce nitrogen pollution and improve water quality. The project will extend sewer service to neighborhoods on both sides of Phinneys Lane, covering about 53 roads and eight miles of sewer, replace and relocate an existing pump station, and include targeted water-system improvements. The town identified Robert Bau Company as the low bidder, with a contract price of $25.4 million, below the more than $40 million appropriated for the project. Construction is expected to begin in November 2026 and continue through 2028; no spending or procurement vote was taken at this informational meeting.

Staff reviewed expected construction disruptions, resident access and outreach plans, and homeowners’ responsibilities after sewer construction. The current sewer assessment (betterment) is $10,000 per sewer unit, with annual adjustments based on a construction cost index and an option to pay through the tax bill over up to 30 years. Property owners will also pay their individual connection costs and ongoing sewer utility bills; the county Aqua Fund and other loan programs were identified as financing resources. The project supports the town’s regulatory water-quality targets, including total maximum daily loads, and will remove septic systems to protect coastal waters, ponds, and drinking-water areas.
