# Planning and Zoning Commission 10-07-2026

The Norwalk Planning and Zoning Commission met on October 7, 2026. Its main procurement-related discussion concerned the Strategic Harbor Study, prepared by consultant Indigo River after an RFP issued in 2024, and a proposed amendment adding the study to the city’s Plan of Conservation and Development. The study outlines options for public access at 13 priority street ends, harbor management, mooring-field use, and potential water-taxi service; no consultant contract award or new procurement was considered. Speakers questioned the study’s review process, environmental analysis, and grant administration, including whether reimbursement paperwork for a Connecticut Port Authority street-end grant had been filed. Staff disputed some claims and said specialized title searches were requested by Corporation Counsel. The commission approved the POCD amendment by a 7–1 vote. The discussion also referenced a prior $3.5 million state grant for rebuilding the public dock at Veterans Park; no new grant or spending allocation was approved.

The commission also approved three property applications, including a flood-compliant replacement home at Three Brown Place and site-plan applications for exterior modifications at 35 Vanzant Street and an 11-unit development at Vanzant and Rowan Streets, with design and landscaping conditions. It approved zoning text amendments addressing housing density, parking, community residences, convalescent-home uses, and signs; these changes may affect future development opportunities but did not involve a procurement award. A possible future zoning change to prohibit new tobacco and vape shops was discussed but not acted on.
