# Community Services Commission Regular Meeting - October 7, 2026

The City of Lake Forest Community Services Commission held its regular meeting on October 7, 2026. Public Works reported on a 60-project, seven-year Capital Improvement Program valued at approximately $55 million. Since June 2025, 19 projects representing about $10.5 million have been completed; 12 are under construction, nine are in preconstruction, six are in design, and three are in pre-design. Work includes the El Toro Road corridor improvements, traffic and accessibility projects, park and facility upgrades, and pavement maintenance. Contracts have been awarded for the Zone D and Civic Center slurry-seal projects, with construction underway since August; resurfacing projects on Bake Parkway, Regency, and Normandale have been advertised, and Civic Center exterior painting is expected to be advertised in the coming months. No contract values, vendors, or procurement-related votes were specified. The commission also received concepts for two city mural sites; staff said artists had been invited to submit proposals and would receive feedback before concepts are finalized.

Staff described the new Community Services Scholarship Program, funded with $10,000 in the FY 2026–27 budget to provide $100 credits to eligible Lake Forest households; applications remain open until funds are depleted, and about six had been received. The commission also heard a recreation finance update: the department’s cost-recovery target is 27%, with no updated target adopted at this time. The consent calendar was approved by motion, but the transcript does not identify its contents. No other procurement decisions or spending motions were clearly recorded.
