# DoD Advances GPS Modernization

A GAO report finds that the Department of Defense is making progress fielding M-code receivers and complementary positioning, navigation, and timing (PNT) capabilities, while facing schedule delays, supply constraints, and coordination challenges across the military services. After moving away from the OCX ground-system path, DoD directed phased modernization of the existing OCS-AEP system in April 2026; related modifications are intended to support GPS IIIF satellite integration, launch, checkout, and operations. As of September 2026, first delivery of the GPS IIIF satellites is projected for July 2027, with the first 10 averaging nine months later than the schedule adopted in December 2024. GAO recommends that the services assess opportunities to consolidate efforts. The report identifies no contract values or open solicitations.

- Contractors can assess potential follow-on work in ground-system modernization, receiver integration, and complementary PNT capabilities, while distinguishing these areas from currently open solicitations, which the report does not identify.
- Schedule and supply challenges may affect planning for GPS IIIF integration and associated ground-system work; the first satellite delivery is projected for July 2027.
- DoD’s phased OCS-AEP approach creates a continuing modernization path after the OCX decision, while GAO’s recommendation to assess cross-service consolidation may shape coordination and future requirements.
