# Special City Council Meeting 10/8/26

At the City of Hemet’s special City Council meeting on October 8, 2026, the Council considered a subdivision improvement agreement for the Palm Villa Communities development at State Street and Menlo Avenue; a motion to approve the agreement was made and seconded, with one member indicating an abstention. The Council also reviewed Resolution 2026-179, a proposed framework for tracking and budgeting Measure Q revenue if voters approve the sales tax measure on November 3. Staff said the proposed $1-per-$100 taxable-purchase tax would be deposited in the General Fund but separately reported, and that revenue would first be available in fiscal year 2027–28. The framework identifies closing the structural deficit and sustaining services as priorities, while leaving annual allocations—including any capital improvements—to future budget decisions. Council discussion focused on transparency and a citizens’ oversight committee; a motion was made and seconded to add language concerning oversight and planning, and staff indicated it would prepare additional strategic-planning language for a later meeting. No specific Measure Q spending allocation was approved.

The Council also heard public testimony and discussed a proposed zoning-code amendment for industrial, warehouse, and logistics development, including approval tiers, setbacks and buffers, truck routing, air-quality and noise protections, and development-related bonds and fees. Council members proposed changes, including Planning Commission review for certain projects and stronger community engagement. The Council deferred introducing the ordinance and directed staff to review the feedback and return with revisions. No contract award or other purchasing decision was identified.
