# Oklahoma City Economic Development Trust Special Meeting - 10/8/2026

At the October 8, 2026, special meeting of the Oklahoma City Economic Development Trust, trustees approved an allocation not to exceed $13 million from South Oklahoma City Economic Development Project Plan Increment District B for the Shields Plaza mixed-use redevelopment near I-240 and Shields Boulevard. The allocation is contingent on creation of the Southside TIF district and uses a tiered payout structure of 85% in years 1–5, 75% in years 6–10, and 30% in years 11–15. Zerby Partners’ project would replace the existing shopping center with retail space, a major anchor store still under negotiation, and 305 market-rate apartments; the request also supports streets, drainage, and water and sewer infrastructure. The presentation estimated a $57 million multifamily component, alongside other retail development costs.

Trustees also approved a roughly $12 million allocation for infrastructure associated with a proposed travel plaza at I-40 and Cimarron Road. The broader infrastructure program is estimated at $57 million and includes road and bridge improvements and expanded water and sewer service intended to also support Will Rogers World Airport and nearby employment sites. Funding discussed included approximately $35 million from outside sources, including ODOT bridge funding, a potential $5 million state P3 reimbursement, and $10 million in previously allocated congressional congestion-relief funds; the Water Utilities Trust could contribute $13.1 million. Staff said the Trust’s net Golden allocation would be about $7 million, with part of the request covering costs that must be advanced before reimbursement. Several funding agreements and approvals remain to be completed. Both items passed; no RFP or vendor award was discussed.
