# 10/07/26 Industrial Development Board

The October 7, 2026, Metro Nashville Industrial Development Board meeting approved several development-financing actions. The Board passed an inducement resolution for a supplemental tax-exempt bond issuance for Dominium’s Trinity Lane Apartments project; the hearing was to be set for a not-to-exceed amount of $11 million, with the developer having requested $10.5 million in tax-exempt proceeds. The developer cited contaminated soil and construction-cost pressures, including an approximately $2 million change-order impact. The Board also approved the final bond resolution for the Rivergate Mall redevelopment’s special-assessment financing, following Metro Council approval, and approved a second amendment to the Madison Station project agreement, along with forms of a loan agreement and promissory note. Madison Station’s amendment maintains a $5.2 million reimbursement incentive, with the developer self-financing eligible costs; the project includes 170 affordable units. The chair abstained on the Trinity Lane and Madison Station items, and the chair and another member abstained on Madison Station.

The Board approved updated small-business policies and procedures and funds to support a Nashville Legacy Business Grant pilot. The programs include legacy-business grants of up to $30,000 and workforce-investment grants of up to $10,000, with a stated goal of making about 10 legacy awards in the pilot year. The IDB contribution to the legacy grant pool was identified as $50,000; staff also described approximately $570,000 available across the broader small-business programs, including rollover funds. Staff said legacy applications were planned to open in November, with awards targeted for late January or early February and a return to the Board anticipated. These actions expand local business-support funding and establish eligibility and award procedures that may guide future grant opportunities.
