# October 7, 2026 - Housing & Redevelopment Authority Meeting

At the October 7, 2026, meeting of the City of Saint Paul Housing and Redevelopment Authority, staff presented the 2027 9% Low-Income Housing Tax Credit reservation process. After reviewing two applications received in response to an RFP, staff recommended reserving the credits for Beacon Interfaith’s Aragon project: 53 new family housing units at 470 White Bear Avenue, including supportive housing and units affordable at 30% of area median income. The proposal also includes a $1.35 million city gap-financing request and is expected to generate roughly $20 million in tax-credit equity. Commissioners discussed scoring and the project’s prior-year credit reservation; the item is scheduled to return October 14. No reservation vote was taken at this meeting.

Staff also presented Terrene Development Partners’ request for up to $20.5 million in conduit revenue bonds for the rehabilitation of Afton View Apartments, along with a waiver of the Authority’s maximum developer-fee guidelines and a partial waiver of the sustainable-building requirements. The rehabilitation would preserve affordability and existing project-based vouchers; public hearing and action on the bond and waiver requests were scheduled for October 14, with construction anticipated to begin in November 2026. Commissioners questioned the developer-fee request and resident communication plans; no decision was made. Staff further recommended early TIF district closure or parcel removals to release tax capacity into the tax base, including discussion of outstanding obligations and prior pay-as-you-go notes.
