# Mandan City Commission 2026-10-06

The Mandan City Commission meeting, dated October 6, 2026 (recording metadata is dated October 7), approved financing resolutions for 2026 Improvement Bonds A–D after a request for proposals to local lenders. The selected bank proposal had a 5.17% true interest cost and a final loan amount of $5,618,011. Commissioners also awarded the landfill excavation contract for a new inert cell to low bidder Weiss and Sons, Inc., for $194,500, approving a $6,500 increase from the Solid Waste Utility Fund because the project was budgeted at $188,000. The Commission approved up to $30,000 in matching, forgivable-loan assistance for 701 Venue storefront improvements, contingent on completion and verification of eligible expenses, and adopted the 2027–2030 Fringe Area Road Master Plan. It also approved special assessments for several street, storm sewer, and water/sewer districts.

The Commission adopted the final 2027 budget and approved 2027 Public Works, solid waste, cemetery, and water/sewer rates. Staff said the rates were intended to recover service costs and support infrastructure; the presentation cited an estimated residential monthly increase of $9.48 ($113.76 annually) in connection with the proposed utility rate changes. Construction updates covered ongoing street, highway, storm sewer, and water/sewer projects, but no additional construction contracts were awarded in those updates.
