# Board of Selectpersons (Regular Meeting) - 10/7/2026

The FairTV Board of Selectpersons’ regular meeting on October 7, 2026, focused heavily on capital spending and procurement. The Board approved a $78,092 award to Universal Building Services, LLC, the lowest of two bidders, for replacement of a rooftop makeup-air unit at the Water Pollution Control Facility (Bid 2027-14); authorized an engagement with Pullman & Comley for bond counsel services, expected to exceed the town’s $50,000 approval threshold; and approved a $42,760.46 Connecticut grant for early-voting costs. It also approved consent allowing Barelli Solar LLC to assign collateral rights in an existing solar-services agreement to Seminole Financial Services, and a 75-year, $1-per-year ground lease to Habitat for Humanity of Coastal Fairfield County for up to four affordable homes at 254 Greenfield Street. The Habitat lease and capital bond resolutions require further Board of Finance and/or RTM approval as applicable. The Board also approved use of the Housing Trust Fund to purchase 377 Quincy Street for up to $305,000.

The Board adopted municipal and school capital resolutions, generally subject to Board of Finance and RTM approval. Major items included $1 million more for the Master Flood Prevention project and $1.5 million more for Lake Mohegan restoration; a $4.106 million package of nonrecurring projects, including demolition, Complete Streets work, a fire maintenance-shop study, playground and driving-range improvements, and a marina fuel-system replacement; $4.625 million for Old Town Hall and Sullivan Independence Hall renovations; $4.986 million for police-department renovations; and $6.168 million for an Adaptive Recreation Center and Miracle Field, with $2.5 million in grants and the balance bond-financed. School items included $739,878 for a Jennings security vestibule, $783,593 for Stratfield HVAC controls, $4,904,488 for Jennings planning and design, $2,945,346 for Fairfield Ludlowe turf and related improvements, and $54,071,154 for Fairfield Warde High School air-quality improvements; the Warde project passed 2–1. A separate amendment increased the Warde turf authorization to $2.675 million using $375,000 in unused Holland Hill bond proceeds. The Police Chief also reported that the department had completed its transition from Flock to Axon ALPR cameras and presented proposed safeguards and oversight for the system; no new procurement vote on that technology occurred.
