# City Council Regular Meeting - October 7, 2026

The City of San Marcos City Council’s regular meeting on October 7, 2026, included quarterly financial and investment reports; staff reported that major operating funds were on target. The city’s investment portfolio was reported at approximately $608 million, with $5.3 million in interest earnings for the quarter and $14.7 million year to date. No action was taken on either report. Council approved a one-year extension of the Hays Caldwell Economic Development Partnership agreement for $200,000, after amending the item to retain the existing board-appointment language. It also approved the sale of city substation assets to LCR Transmission Services Corporation for $16,119,263, subject to closing costs and adjustments, and awarded BrightView Landscape Services a mowing, litter pickup, and vegetation-removal contract estimated at $1.2 million, with up to four one-year renewals. Each of these actions passed unanimously.

Council also approved conveying city-owned property at 611 West Martin Luther King Drive to Austin Habitat for Humanity for low- to moderate-income housing. Staff said the agreement requires affordable-housing use and includes a deed restriction and reversionary clause; the council discussed affordability terms and Habitat’s ongoing affordability requirements. Several annexation and zoning items for the Lisema subdivision were considered, with approvals recorded on first readings. The council also approved minutes after amending them to remove a member’s recorded arrival time. No further spending or procurement action resulted from the executive-session discussions concerning Project Hercules incentives and an easement for the Sunset Acres Regional Detention Pond.
