# Solid Waste Board Meeting 10 07 2026

The Boone County Solid Waste Management District Board met October 7, 2026, and approved Resolution 26-06 by a 6–0 vote, finding that a household hazardous waste and electronics collection/drop-off facility would benefit public health, safety, and the environment. The resolution establishes the project’s public purpose but does not itself commit the district to financing or construction. Board members said the facility would fill a service gap rather than compete with curbside recycling providers, and would offer residents more convenient access than periodic collection events. A member of the public asked about private-sector competition and ongoing operating costs; the board discussed the service gap and anticipated improved access and service.

Bond planning calls for a 2026 series with approximately $1.9 million in net proceeds for property acquisition, improvements to the existing building, and drainage work, followed by a larger 2027 series after design and costs are established. The proposed financing is capped at $8.5 million, with a maximum 8% interest rate and 20-year term; estimated annual debt service would exceed $800,000 once both series are issued, and estimated issuance costs are about $200,000 across the two issuances. The board’s prior direction is to seek an RFP from local banks for the 2026 issue and compare local-bank and bond-bank options for the 2027 issue. A further meeting to consider bond-related resolutions was scheduled for October 8.
