# October 6, 2026 Roy City Council Meeting

At its October 6, 2026 meeting, the Roy City Council approved Resolution 26-28, adopting Waste Management’s at-the-door household hazardous-waste pickup program. The year-round service is scheduled to begin December 1, following resident outreach in November, and covers items such as chemicals, batteries, paint, electronics, and gasoline; certain materials, including tires, construction waste, and appliances containing Freon, are excluded. Waste Management described the program as having no capital cost and said its cost would be offset by forgoing the annual CPI increase (about 5% this year); the presentation also described a roughly $1-per-month rate component. The council also approved the July and August 2026 financial statements and Resolution 26-26, an interlocal agreement with Weber County for election services for the 2027 and 2029 elections. Staff noted that a city referendum’s ballot costs could be about $29,000, separate from administrative costs.

The council approved a development agreement for property at 5154 South 2700 West, allowing a proposed 24 single-family homes rather than the 20 allowed under current zoning; approval included changes to the agreement and an updated Exhibit C. The proposed development is preliminary and includes privately maintained roads. No city procurement or specific city spending amount was identified for that project. Other discussion included an employee recognition, public safety, and city announcements.
