Pittsburgh City Council Standing Committees meeting, October 7, 2026: The Finance and Law Committee considered a procurement-process initiative under Bill 926. City staff said they are working with nonprofit Partners for Public Good, at no cost to the city, to standardize vendor performance reviews, improve reporting of contract deficiencies, and make performance information available to inform future renewals and purchasing decisions. The committee also recommended an application for a zoning-reform grant under Bill 933, with a city match of up to $150,000 and total project costs capped at $300,000; written information was requested before the final council vote.

Other committees recommended approval of several purchasing and project items: a $5,849.31 pool-rescue-chair purchase from Recreonics; a three-year EMS scheduling-software agreement with Locality Media/First Due capped at $135,606.99; and a $2,320,581.14 agreement with KCI Technologies for final design of the 28th Street Bridge, including a $62,057.28 increase, 95% reimbursable. Tree inventories were proposed with Davey Resource Group for $7,620 over two years and for the Ohio Riverfront Trail at a cost capped at $4,290 over two years. The council also recommended a Pennsylvania agreement capped at $5,094,919.20 over five years, a $52,008 Soccer for Success grant agreement, and acceptance of a $273,300 donation for downtown police-response programs. The park-entry improvements under Bill 924 were to be completed at no cost to the city. Most items received committee recommendations by unanimous voice vote; Bill 969 was deferred for four weeks.
