# Regular Council Meeting - Newark Municipal Council 10/07/26

At the October 7, 2026 regular meeting of the Newark Municipal Council, members approved an ordinance allowing negotiated reductions in annual service charges for qualifying redevelopment projects. The administration said eligibility would require retail rents at about 50% below market and more than 30% affordable housing, with those commitments recorded in the project’s financial agreement. The council also approved a local historic-designation process, with application fees of $150 for a single-unit residence, $250 for residential properties with two to four units, and $450 for commercial, multifamily, or mixed-use properties; publicly owned properties would pay no fee. The process requires review by the Historic Preservation Commission, Central Planning Board, and Council, and is intended to support preservation and access to outside funding. The council approved temporary emergency appropriations and purchasing contracts covering computer equipment, Newark Community Solutions, medical equipment, and lumber. Members questioned the Newark Community Solutions contract because the provider reported needing nearly $1 million to operate and having already incurred about $500,000 in costs; Corporation Counsel said the proposed $500,000 would cover costs already incurred, with further discussion needed before services could continue. The council also approved grant-fund items, an Outfront Media advertising-sign lease, two planning-consultant professional-services contracts, an extension for a drop-in center contract, an emergency-housing contract with a grant recipient, and a professional-services contract for the emergency operations center. Members requested performance information and site visits for contracted shelters, emphasizing oversight of publicly funded services; no additional spending vote on that request was recorded.
